The security policy for the web fetch tool, promptforge/web/fetch.
The policy sets which URLs, ports, and addresses a fetch may reach and how
many redirects it may follow. It also sets the size caps on the response and
the returned text, the timeouts, and the User-Agent header.
A FetchConfig is always valid and immutable once built. Use
FetchConfig::default for the built-in safe policy, or start from
FetchConfig::builder to customize one.
